How I Vet Flexible Packaging Suppliers: A 7-Step Checklist From Someone Who Reviews Every Batch

Who This Is For (and When It Doesn't Apply)

If you're specifying flexible packaging for a dry food brand, a supplement brand, or any product that needs a barrier film between the shelf and the trash bin—this checklist is for you. I'm a quality and brand compliance manager at a mid-size food company. I review every packaging spec and every pre-production sample that crosses my desk before it gets a green light—roughly 200+ SKUs a year, plus seasonal and limited runs.

Here's what I cover in seven steps: barrier requirements, film structure, pouch format, print spec, recyclability claims, real-world abuse testing, and one step almost nobody does. Then a short list of errors I've personally paid for.

If you're sourcing steel drums or IBCs, this isn't the right checklist. Different beast entirely.

The 7-Step Supplier Checklist

Step 1: Lock Barrier Requirements Before You Talk to Anyone

Not to the supplier. Not even to your own purchasing team. Write it down first: moisture vapor transmission rate (MVTR), oxygen transmission rate (OTR), light sensitivity, fat content that might oxidize, shelf life target, distribution climate. Vegan protein powder bags, for example, need way lower OTR than a bag of dried rice—protein is finicky, and off-notes show up fast. I've seen a supplier walk into a meeting with three different film proposals and completely hijack the conversation because the brand team didn't have numbers on paper. Don't let that happen.

The check: one page. Product, target shelf life, min/max storage temp, transit conditions. Signed by brand.

Step 2: Pin Down Film Structure, Not Just "Food-Grade"

"Food-grade" tells you nothing. I want the total structure, layer by layer—PET/INK/ADH/foil/ADH/PE, or whatever it is. Micron or mil per layer. Which layer carries the print. Which layer carries the seal. If a supplier can't or won't break down the structure, that's not a supplier problem, that's a shortlist problem.

Also watch for the substitution habit: a supplier quotes you a 4-layer structure and delivers a 3-layer "equivalent." I had that happen in a Q1 2024 audit. The quoted spec was 12µm PET / 9µm foil / 60µm PE. The delivered spec had 25µm sealant film with no foil, and the supplier called it "within industry standard." It wasn't. The whole run—48,000 units—got rejected and rerun at their cost, but it delayed a launch by six weeks.

Step 3: Match the Pouch Format to Your Fill Line, Not Just the Aesthetic

People think the format drives the machine. Actually, it's the other way around. If your VFFS line runs at 60 ppm and you spec a side gusseted bag with a shaped top and a rounded bottom, you're going to feel it. Speed drops. Seals leak. Every trial run costs money.

Things that matter here: fill weight and tolerance, drop height from filler to seal, spout dimensions if it's a recyclable spout pouch, and whether the pouch is filled hot or cold. Reusable insulated bags are a different animal—they're usually laminates with foam or multi-layer insulating film, and they live or die on seam strength.

Step 4: Lock the Print Spec Before You Get a Quote

I'm not going to pretend I'm a color scientist. But I know enough to require a Delta E target in the contract, usually under 2 for brand-critical colors. Industry guidance puts Delta E of 2–4 as noticeable to trained observers, above 4 visible to most people—that's the bar I hold suppliers to.

Before you quote, you need: Pantone references, substrate (film print behaves differently than paper), ink system (solvent, water-based, UV), and the press target. A file that looks perfect on the designer's monitor can print a mile off on a 10-color flexo press. Always request a press-proof, not just a digital proof.

The check: signed-off press proof on the actual film, at the actual press, before a single production roll is printed.

Step 5: Pressure-Test Any Recyclable Claim

This is the step most brands skip. If you're going to put "recyclable" on the front of a spout pouch, you need to be able to defend it. Per FTC Green Guides, a "recyclable" claim should hold up in areas where at least 60% of consumers have access to recycling. For flexible pouches, that number is a moving target—store drop-off programs, advanced recycling, mono-material PE and PP, whatever's actually running in your top markets.

What I ask suppliers for: the specific material designation (e.g., "PE-based mono-material, drop-off recyclable via How2Recycle"), the certifying body if any, and a written statement they'll stand behind if a regulator asks. If they can't provide that, the claim doesn't go on the bag.

Step 6: Order Pre-Production Samples—and Abuse Them

A sample that sits on a conference table is useless. A sample that's been in a 100°F warehouse for two weeks, dropped from 42" onto concrete, and survived a 6-hour vibration table is data.

My abuse protocol: fill to spec, seal, then run (a) drop test per ASTM D5276, (b) compression, (c) seven-day storage at 105°F/85% RH, (d) hand-tear and re-seal check for pouches with zippers or spouts. If you can't run these in-house, ask the supplier for their test report—and ask specifically whether the tests were on their film or a competitor's.

Step 7: Ask the Supplier What They Don't Do

This one reads soft. It isn't. I ask every new supplier: "What's outside your wheelhouse?" The ones who answer honestly—who say "we don't do short runs under 50,000," or "we're not great at shaped pouches, talk to these two converters"—get more business from me, not less. The ones who say "we do everything" get a longer pause.

I'd rather work with a specialist who knows their limits than a generalist who overpromises. The vendor who said "this isn't our strength—here's who does it better" earned my trust for everything else they touched that year. That instinct has saved me at least two problem runs I can count, and probably several I can't.

Common Mistakes I've Stopped Making

Chasing the cheapest quote without a spec. Saved $1,200 by switching converters on a side gusseted bags run. The sealant layer was 20µm thinner than our spec, and 3,000 units leaked in transit. Recalling and redoing cost just under $9,000 plus a retailer chargeback. The "cheaper" option was never cheaper.

Treating recyclability as a checkbox. People think adding "recyclable" to a pouch makes the product more sustainable and drives sales. Actually, it's often the reverse: brands add the claim, get caught overstating it, and lose more trust than they gained. The FTC Green Guides aren't decoration.

Assuming quality correlates with price. The assumption is expensive converters deliver better packaging. The reality is that converters who consistently deliver quality can charge more—the causation runs the other way. I've had mid-priced suppliers out-perform premium ones on our abuse tests because they had better QC discipline, not better film.

Not tracking rejection reasons early enough. I wish I had tracked defect types more carefully from the start. What I can say anecdotally: about 8–12% of first deliveries to us have some spec deviation worth flagging, and roughly a third of those are serious enough to reject. It's probably lower at larger converters, but I don't have hard data across the industry—just our own order history.

Skipping the sample approval window. Always build 2–3 weeks into your timeline for sample review and revision. If your launch date can't absorb a re-sample, your launch date is a fantasy. I learned that lesson the hard way in 2022. Some lessons you only learn once.

One last note: pricing and policy references in this piece reflect what I've seen through early 2025. The materials market moves fast—verify current rates, recyclability programs, and regulatory guidance before you budget.
