1. Does putting bubble wrap on windows in winter actually help?

Yes, if it creates a layer of still air. The plastic film itself is a poor insulator; it is too thin to block much heat flow. The air inside each bubble does the work, and so does the air trapped between the wrap and the glass. Still air conducts heat poorly, which is the principle behind almost every window with more than one pane.

Here is something you will not see in a typical product listing: what you are buying is not insulation in the film. You are buying an air-trapping layer.
